If you researched solar in Malaysia before 2026, you'll have read endlessly about NEM β€” Net Energy Metering. That scheme has ended. In its place is Solar ATAP, and it works differently enough that some old advice ("install the biggest system you can") can now actively cost you money. Here's what changed and why it matters.

The short version: NEM let you offset exported energy almost 1-for-1 against your bill. Solar ATAP uses a net-billing model β€” you self-consume your solar first, and export surplus at a lower market rate. Credits no longer roll over for years; for homes they apply within your billing cycle. The result: systems should be sized around your daytime usage, not maximum export.

What is Solar ATAP?

Solar ATAP stands for the Solar Accelerated Transition Action Programme. It's the Malaysian government's rooftop-solar scheme that officially replaced NEM 3.0 on 1 January 2026, after NEM closed to new applicants in mid-2025. It's administered with SEDA and the Energy Commission and is designed to keep Malaysia's rooftop solar rollout going without the quota limits that constantly capped NEM.

Solar ATAP flips the priority to self-consumption. The logic each day is:

Because self-consumed solar is worth far more than exported solar under ATAP, the ideal system is one that closely matches your daytime electricity use. An oversized system that dumps lots of cheap surplus to the grid no longer pays back the way it did under NEM.

Old advice that's now wrong: "Install the biggest system your roof allows to maximise export credits." Under Solar ATAP, over-sizing for export can lengthen your payback. Size for the power you actually use during the day.

Who benefits most from Solar ATAP?
